A 46-year-old businesswoman has been remanded by the Buganda Road Chief Magistrate's Court over allegations that she published TikTok videos accusing two Kampala ministers of fraud and land grabbing.
Court Appearance and Bail
Susan Kushaba, a resident of Namugongo in Kira Municipality, appeared before Chief Magistrate Ritah Neumbe Kidasa, who ordered that she be held until November 17, 2026, when the court will resume hearing her bail application.
Kushaba faces four counts of sending false distress signals, an offence under Section 82 of the Uganda Communications Act.
Prosecution Allegations
According to the prosecution, Kushaba uploaded a video on her TikTok account in which she allegedly described Kampala minister Minsa Kabanda as a fraudster and a land grabber.
In a separate count, prosecutors claim that between January and October 2026, in Mukono and other areas, she published information accusing Kampala state minister Joseph Kabuye Kyofatogabye of being a fraudster who had embezzled funds belonging to boda boda riders and taxi operators.
She is further accused of publishing content on the Investigator Uganda platform alleging that Katumba Mirundi stole land belonging to Kamwokya KCCA Primary School.
Legal Context
The case highlights the growing scrutiny of social media content in Uganda, where online publications targeting public officials can attract criminal charges under communications laws. The court has not yet ruled on the substance of the allegations, and Kushaba is presumed innocent until proven otherwise.
Her legal team is expected to present her bail application when proceedings resume in November 2026. The case has drawn attention to the balance between freedom of expression online and the legal protections afforded to public figures.
